1. DEFINITION OF EX-STUDENT

The term 'EX-STUDENT' will mean a person who has successfully completed the undergraduate medical course of the Calcutta Medical College.

 

2. PROCEDURE FOR ADMISSION OF MEMBERS IN ACCORDANCE WITH ARTICLE II 2 OF THE RULES

i) Any eligible person as per Article II 1 of the Rules of Membership may apply to the Secretary for membership giving particulars regarding name, address, year of graduation and other details as required by the Executive Committee from time to time and furnish an agreement in writing, to be bound by the Memorandum of Association and Rules and Bye-laws of the Association. Each application should be accompanied by the prescribed admission fee/subscription in force on the date of application.

ii) Applications of all persons seeking membership shall be scrutinized by the Secretary and if eligible shall be placed by the Secretary at the next meeting of the Executive Committee for its approval. If an application is rejected Secretary shall arrange to inform the applicant and refund the admission fee/subscription.

 

3. RATES OF SUBSCRIPTION

Life Member: The subscription for life member shall be a lump sum payment of Rs. 500/-.

Ordinary Member: The annual subscription shall be Rs. 50/- payable in advance. Members shall. however be entitled to a concessional subscription of Rs. 20/- per annum for the first three years after qualification.

Overseas Member:

Life Member Subscription - 50 / $ 100
Ordinary Member Subscription - 5 / $ 10 per annum

Note: Members living overseas but who are not members of any Overseas branch under Bye-law 8c are required to pay 1 / $ 2 per annum towards postal expenses.

 

4. PROCEDURE FOR ELECTION

i) The Annual General Election will be held every year during the period of three days of the Re-Union session. The date, time and place shall be fixed by the Executive Committee which shall also appoint one Polling Officer and a number of scrutineers, not less than 3, from amongst members who are not candidates themselves. In no case however shall the poll be prolonged beyond 12 noon of the last day of the Re-Union.

(ii) Along with the Circular letter of the Reunion the Secretary shall issue nomination papers for Election of the Executive Committee in the prescribed form to all members. Such nomination paper should be duly proposed and seconded by the members of the Association. agreed to by the intending candidate and returned to the office on or before the date fixed by the Executive Committee.

(iii) Electoral Roll: An Electoral roll wil l be prepared each year by 30th November, to include the names of life members and all other existing members who have paid their subscriptions by the preceding 31st March for the previous Association year.

(iv) Candidate for election: No member shall be eligible for either voting, seeking election, proposing or seconding another unless his name appears in the above Electoral roll. Such electoral roll will be prepared and be made available in the office for inspection on and from 1st December. Members who are permanent invitees of either the Reunion Committee or the Executive Committee shall not be eligible to seek election to any post. Members who contest for the post of Secretary must have been elected to some post for at least three terms previously. The post of Assistant Secretary is reserved for members living outside Calcutta and the post of Joint Secretary for members living in Calcutta.

(v) Election shall be by means of voting by secret ballot.

(vi) After the conclusion of the poll, the Polling Officer, with the help of the scrutineers, and in the presence of the candidates or their authorized agents, if any, will open the ballot boxes, scrutinize and count the votes. The decision of the Polling Officer as regards scrutiny and count shall be final. The Polling Officer shall finish his scrutiny and counting of votes on the same afternoon and submit his report to the President of the Association by 4 p.m. who shall then declare the results of the Election at the Valedictory Session of the Reunion to be held on the evening of the same day.

 

5. PROCEDURE FOR FILLING VACANCIES IN THE EXECUTIVE COMMITTEE

In case of any vacancy in the office-bearers occurring in the Executive Committee during the year, the same shall be filled up by the Executive Committee by election from amongst its members. In case of any vacancy of a member occurring in the Executive Committee during the year the same may be filled up in a suitable manner by the Executive Committee.

 

6. ANNUAL REUNION

In accordance with Article 3d of the Memorandum, the Association shall be responsible for making arrangements for the Annual Re-Union.

(A) Date: The dates of Annual Re-Union shall ordinarily be on 29th, 30th, and 31st of January each year.

(B) Venue: The Annual Re-Union shall ordinarily be held within the campus of the Medical College, Calcutta.

(C) Election of President of Re-Union: The President of Re-Union shall be elected by the Executive Committee of the Association.

(D) Formation of Re-Union Committee:

(i) The Executive Committee shall form the Re-Union Committee at a meeting convened for this purpose not later than 31st October each year. The Re-Union Committee shall be from amongst the existing members of the Ex-Students' Association (other than the Chairperson and the Students ' representative) and shall consist of the following:

Executive Chairperson 1 President of the Ex-Students' Association (ex-officio)
Vice-Chairperson 3 a) Vice President, Ex-Students' Association (ex-officio).
b) President-elect, Ex-Students' Association (ex-officio).
c) Superintendent, Medical College Hospitals (ex-officio).
General Secretary 1 Secretary, Ex-Students' Association (ex-officio).
Treasurer 1 Treasurer, Ex-Students' Association (ex-officio).
Joint Secretery 1 Joint Secretary, Ex-Students' Association (ex-officio).
Assistant Secretary 3 Assistant Secretary, Ex-Students' Association (ex-officio).
Two from Medical College Students' Union.

Total

(ii) One Secretary and one Assistant Secretary for each of 4 Sub-Committees and 35 members thus making the total number of members of the Committee 53 including ex-officio members as under:

(iii) Chairperson: The Principal, Medical College, Calcutta, shall be the Chairperson of the Re-Union Committee.

(iv) Vice Chairpersons - 3: One shall be the ex-officio Vice President of the Association, one shall be the ex-officio President-elect of the Association, and one shall be the ex-officio Superintendent of Medical College Hospitals.

In absence of Chairperson and Executive Chairperson the Vice-Chairperson (Vice President of Ex-Students' Association) will preside.

(v) General Secretary: Honorary Secretary of the Association shall be the General Secretary of the Re-Union.

(vi) Joint Secretary: Joint Secretary of the Association shall be the Joint Secretary of the Re-Union ex-officio.

(vii) Assistant Secretary & Members: Assistant Secretary of the Association shall be Ex-Officio Assistant Secretary of the Re-Union Committee. Similarly the members, as per III 2, of the Executive Committee shall be ex-officio members of the Re-Union Committee. The remaining five members shall be elected by the Executive Committee of the Ex-Students' Association at it s first meeting. Two Assistant Secretaries and ten members are to be elected by the Medical College Students' Union (MCSU) from its members by 15th November each year ordinarily.

(viii) Sub-Committees: in order to carry on the functions of the Annual Re-Union, there shall be ordinarily the following four Sub-Committees to be formed by the Re-Union Committee at its 1st Meeting.

[1] Scientific Sub-Committee.
[2] Drama Sub-Committee.
[3] Exhibition Sub-Committee.
[4] Social and Entertainment Sub-Committee.

Each Sub-Committee shall ordinarily be composed of not more than 31 members. This will include the Secretary and Assistant Secretary of the Sub-Committee; President-elect, Vice President, General Secretary and Joint Secretary as ex-officio members, and 10 members deputed by Medical College Students Union; and the Executive Chairperson as ex-officio Chairperson of the Sub-Committee.

ix) The Students of the Medical College who qualify during the current year of the Association and are admitted as members will be eligible for inclusion in the various Sub-Committees of the Reunion, although they shall not be voters in the current session.

(E) Finance: The Finance shall entirely be managed by the Association from its own fund.

(F) Functions of the Office-Bearers

(i) Chairperson: Shall preside over the Re-Union Committee Meeting.

(ii) Executive Chairperson: Shall be the ex-officio Chairperson of the Sub-Committee and also act as Chairperson in his absence.

(iii) Vice-Chairperson: In the absence of Chairperson and the elected Executive Chairperson the elected Vice-Chairperson will preside.

(iv) General Secretary: Shall

(v) Joint Secretary: Shall help the General Secretary in discharging his responsibility and shall act in the capacity of the General Secretary in his absence.

(vi) Assistant Secretary: Shall assist General Secretary and Joint Secretary in discharging their responsibilities.

(vii) Sub-Committee Secretary: Shall

(viii) Sub-Committee Assistant Secretary: Shall assist the Sub-Committee Secretary and act in the capacity of the Sub-Committee Secretary in his absence in the respective Sub-Committee.

(G) Meeting of the Re-Union Committee: There shall be ordinarily three meetings of the Re-Union Committee to be held between its formation and dissolution.

(3) Quorum: 12 members will form the quorum of the Meeting.

(4) Notice: Five days for ordinary meeting and at least forty eight hours for emergency meeting.

(5) in case of absence of quorum the meeting will be adjourned for half an hour, and meet again at the same place, no quorum being necessary for such an adjourned meeting.

(H) Ex-Students as orators: Ex-students selected as Orators for delivering any of the orations during the Re-union must be valid members of the Association.

(I) Permanent Invitees to Re-Union Committee:

  1. There shall be a panel of permanent invitees to the Re-Union Committee.
  2. They shall be entitled to participate in all the meetings of the Re-Union Committee but shall have no power to vote.
  3. Invitation cards for all functions of the Re-Union shall be sent to them.

7. PERMANENT INVITEES OF EXECUTIVE COMMITTEE OF MCESA

  1. There shall be a panel of permanent invitees in the Executive Committee.
  2. They shall be entitled to participate in all the meetings of the Executive Committee but shall have no power to vote.
  3. Invitation cards for all functions of the Re-Union and of the Medical College Ex-Students' Association shall be sent to them.
  4. The panel of invitees shall consist of all past Presidents of the Medical College Ex-Students' Association.

 

8. FORMATION OF BRANCHES

In accordance with article 3(a) of the Memorandum of Association:
